It's from an old rumor based on a supposed leak from before Resident Evil 6 was released. After looking into it a bit more I found the source of what you're talking about. It doesn't matter if it's canon fiction or fan fiction. I think the ending of Ground Zeroes and the entirety of The Phantom Pain or just awful so every time I go back and play Ground Zeroes I just ignore the ending cutscenes and make up my own ending. If you don't like the story that's told just tell yourself a better story. But honestly don't worry too much about canon. I don't think Jill and Chris being married would be as detrimental to the series as Leon and Claire being married but I'm still not a fan of the idea.
